The Port of Chelan County’s new office opens for business in late March of 1964. New Manager Herbert K. West organizes the port’s operations in the KPQ Building along with secretary Thelma Emerson of Wenatchee. West’s major activity during the spring and summer of that year would be to help the Corps of Engineers complete an economic study that, it was hoped, would prove that water transportation up the Columbia River to Rock Island or Wenatchee would be feasible under law. West, a native of Walla Walla, was director of public information for the Inland Empire Waterways Association before taking the port job. (Business World file photo)
